Great essay. It's wild that John Roberts is trying to make this only a matter of proving intent. The impact should matter. If the impact discriminates against black voters, no one should have to prove that he intended to do so. Intent should matter in criminal proceedings but no one is trying to throw Desantis in jail so who cares what his intent was. What matters is that his policy position is racially discriminatory and even after being made aware of that fact, he continues to push in the wrong direction. Absolutely frustrating.
