I think calling white, racist men "little dick" comes from the fact that Black people have been oversexualized. Thus, Black men are often characterized as having larger penises. In a poor attempt to rebut the oversexualization, many Black people say that racists must have small dicks because why else would they be so mad at Black men, and always try to emasculate them.

However, separate from all that I get your point- men should not be valued based on the size of their penises.

But this is a complicated issue. As women we should not have to praise any dick we don't find suitable. So if someone is not doing it for me, they are not less of a man but may not be what I am looking for.
