Joe Biden helped to write the 94 Crime bill. What you fail to understand is the context of his decision to do so.
When Dukkakis (the democrat) lost, he did so because they were characterized as weak on crime. As a result, Bill Clinton ran as a tough on crime candidate. As part of the senate, Joe Biden helped to craft a bill.
The system disproportionately impacts Black people and thus the mass incarceration of today is due in part to the Democrats.
However, it is important to note that this legislation passed only because Republicans wanted a similar bill. Only theirs was tougher.
In today's political climate, democrats like Cory Booker are fighting to end mass incarceration. Republicans oppose ending privatized prisons and Democrats support them. Republicans oppose structural policing reform and Democrats support it. Democrats in the House have support for Reparations and Republicans claim that Obama counts as our restorative justice. Democrats support an anti-lynching bill (which would apply to cases like Armhad Abery) and Republicans oppose the anti-lynching bill. The list goes on and on but I follow policy.
If Republicans changed their stance and fought against structural racism, I would side with them but that's not the case.
The Democrats have never won the white vote since the passing of The Civil Rights Act of 1964. In the summer of 1968, leading up to the presidential election, Nixon ran on a Law and Order ticket (promoting state sactioned violence against protests following MLK Jr's death).
I may be only 32 but I know history.
The key issue is who is racist today?
Who does the Klan endorse today? - The Republicans.
