If a Black woman says she doesn’t like pasty white men which is rude, the she is being bigoted. Her implicit bias, in your scenario, would actually cause an explicit expression of the bigotry. Every person is capable of bigotry and it is unkind when anyone does it. However, racism is different because it implies a social hierarchy that just cannot be flipped around. Hope that explains the difference for you.
