Past attempts have often failed because race is taken out of the circumstances. That's why I think MLK had such a unique ability to bring people together. He wanted to address the horrible impacts of slavery while also uplifting impoverished whtie communities. To me, inclusivity is the answer but as you said, it starts with free money.
