She made history either way you slice it. This is the moment when a woman received presidential powers. There is no way to redo it just because it did not create lasting change.

Keep in mind the Congress makes laws and the executive branch enforces it. So technically even as president, she could only push for an agenda but could not unilaterally cause change. So your comment is negative for no reason. Unfortunately it served no other purpose.
