Yes, but the problem with his theory of the case is that it is colorblind. There have always been a large amount of White citizens in America who have fought against the egalitarian dreams of Alexis de Tocqueville. Ideas are different than reality. In America, Black people do not have equal access to the ballot box. It's the responsibility of pro-democracy people to fight to make those ideals more than empty platitudes.
