The most prevalent obstacle in the way of reaching lower tuition for students is twofold: (1) Governors, many of which are infatuated with the notion of smaller government and view education as expendable, are purposefully decreasing funding and (2) Congress and state legislatures offer little oversight or scrutiny into the ways in which public institutions use the funds they receive.
